Conversion of Visa

Hi, is it possible to convert your visa to a Z visa while you are in China? I've heard that it is possible in Beijing or Shanghai. I entered China on a family reunion Q2 visa, but I ended up getting an offer with an accredited company, but leaving and re-entering china would make me quarantine for 21 more days.

During COVID times you don’t need to leave China all visa transfers are possible.

But, last week couldn't transfer my Q1 visa to a Z visa. They said you should leave china, get the z visa then back.
