Can we apply for Q1 here in the Philippines /Chinese Embassy, but she’s already in China?

My cousin has working visa before she got married, But then they mentioned we need to assist her to apply for Q1 here in the Philippines/Chinese Embassy.

Or maybe they need to process it their insted. I’m confused sorry.

Grace, your cousin can change the working visa to Q1 within China at the local exit and entry administration by herself.
