Can I apply for L visa within China?

My teaching contract in Shanghai and Temporary Residence Permit ends on 31st July. I want to travel more in China aftet 31st. Can I apply for a tourist visa within mainland China? If so, where do I go to do this?

No, China embassy doesn't issue L visa during the pandemic time.
