Is it possible to get L visa while waiting for documents to change to Z visa

Hello, I am graduating in August and it takes about a few weeks to get my university certification to apply for a Z visa, is it possible to first apply for a L Visa to get in from Singapore then change it to a Z visa after I get my documents?

At present, China does not issue L visas, so you can't get it.
