Regarding the Luck in this year

Hi Master,
I am staying in Singapore with my family more than 10 years. we are trying for getting PR in Singapore. 6 times rejected so far. This year we are again applying for PR. Which date and month is good for the application. please suggest. And also my financial stage not stable from past 4 years, can't save money and can't finish the loans borrowed from the banks. Give me solution to come out from this issue as I can take care of my family nicely in Singapore.
