China Post in Xinxiang sending packages to Philippines?

Is China Post in Xinxiang City, Henan Province operational in terms of sending packages to Philippines? Last October 2020 I had my packages sent to Philippines via China Post. Unfortunately, all my packages were sent back to Xinxiang for the reason that there was no plane going out of China. I wanna know if the international postal service is operational as to avoid delays and to successfully send my packages. Please give me a sound advice/information about this. Thanks.

As I know, it is operational nowadays. But in order to be sure, you are suggested to consult the staff of the local China post office.
