hksar sent for renewal

Question

I have sent my HKSAR passport for renewal in October 2020 and I have still not got it back till today, I have asked Hong Kong immigration and they informed me that the passport is already sent back to the Chinese consulate in Toronto on 24th of December but I have no idea how to contact them as I have tried calling them and sending them e-mails but not a single reply from them
