About:24-Hour Visa-Free Transit

Hksar passport flying from paris>china> HK

as a Hksar passport holder and Permanent Residence, can i fly from Paris and transit in Chengdu Tianfu International Airport of 4 hours without exiting the airport back to Hong Kong with Hong Kong passport (as I do not have the Mainland Travel Permit for Hong Kong and Macao Residents card with me)?

No, unfortunately, you are not allowed to do that. Simply speaking, you cannot use HKSAR passport for any type of travel to or via mainland China. In other words, you will not be allowed to board the plane in Hong Kong. If you do not have any other passport issued by some other country, you will have to obtain a Mainland Travel Permit for Hong Kong and Macao Residents (usually called a Home Return Permit). Otherwise you will not be able to perform your planned journey. I'm sorry, but this is the rule that cannot be circumvented.
