Is China issuing work visa for the people residing outside of China?

I have a Diploma in Primary Teaching, I'm a non native English speaker. I have relevant teaching experience and I've get my non criminal's report recently. All I want to know is can I apply for a work visa? Is a Bachelor degree important or can I just apply with my diploma?

You can try to apply for a work visa if you can get a PU invitation letter from your employer. In principle, the Bachelor degree is necessary, but you can have a try applying with your diploma.
