About:10-year China Visa for US and Canadian Citizens

10 Year Tourist Visa Issuing Outside of Canada/US

Hi there,
I have a Canadian passport. But I am rarely in Canada. Before the pandemic, was it possible to get the 10 year tourist visa issued in countries other than Canada? For example, would I have been able to take my Canadian passport to the Chinese embassy in New Zealand and get the 10 year 10 tourist visa? Or would the Chinese embassy in New Zealand have said 'Sorry, you need to be in person at the Chinese Embassy in CANADA to get that 10 year tourist visa'?

Before the pandemic, applicant were usually required to be in Canada if they want to apply for the 10 year tourist visa as a Canadian citizen. Howevever, if they had a long-time residence permit of another country, it was also possible to apply from this third country.
