L Visa application in Macau

I am currently residing in Mainland China looking to apply for an L Visa. I've had one since 2018. Since the COVID 19 quarantine was declared throughout the country around March 28, 2020 I haven't been able to renew or work for the necessary funds. Until now. Would a non-resident foreigner like myself be able to apply in Macau for the L visa and avoid undergoing the 14 day quarantine?

You can't get an L visa for China at present no matter where you do the application.

does that include Macau? I've heard entry is favorable towards non-resident foreigners from Mainland China. no quarantine.
