Teachers using a m visa to enter China

I am questioning the legality of this , teacher gets a m visa just to enter China then going to the PSB to change it to a z visa to get a RP to work.
Wouldn't the authorities find this wrong that you applied for a m visa under false reasons.

Well, you can use an M visa to enter China, and then change it a Z visa to get a temporary residence permit to work. This is legal. Some others using the M visa enter and work in China are not legal.
