China Visa from Qatar or Hong Kong

I have a business visa in Qatar. My wife is back in her apartment now in Jilin China. I have a few past multiple entry visas and one of which is a yearly. Can I obtain a China visa in Qatar to Join my wife or from Hong Kong. I have a UK passport Due to COVID we have been apart 10 months

Yes, you can try to apply for a Q1 visa to join your wife if she is a Chinese citizen.
