Embassy in Manila: No email reply and not answering phone calls

Hi, please help. I’ve sent emails to the Chinese Embassy in Manila and I attached documents needed for work (Z) visa renewal but there is no reply. They don’t answer phone calls either. How can I request for visa renewal appointment then if they don’t reply to emails and phone calls? Thank you so much.
