Who is answering these question?

I received an answer to my question about visas for my stopover flights and received a very helpful answer from Chloe in France. Is this an official answer that I can show at the airport if I am questioned about visas? (I ask because this just feels like a friendly blog amongst tourists). Who are the people answering the questions?
