Family Reunion Visa Q1

Hi I would like to enquire on the family reunion visa for a Singapore citizen. Given the current Covid situation, whether it is open for Q1 Visa application

Q1 visa is available, as far as I know.

I just went to submit mine on 17 November 2020, need supporting documents that it is on compassionate groups of direct family members. Else it will be rejected.
