Step 1.
To have the document notarized by a legal notary public of Malaysia. The certificate of non-criminal record (notarized by Ministry of Foreign Affairs Malaysia) can be legalized without notarization procedure by notary public.

Step 2.
To have the notarized document legalized by the Ministry of Foreign Affairs of Malaysia.

Step 3.
To have the document submitted to the Chinese Visa Application Service Center and legalized by the Chinese Embassy.
