Applying while in china?

Hi, I have a business M visa (issued post-covid). While I’m in china, can I apply for the Z work visa? If so, where would I go to turn in my application materials?

if my passport expires within 10 month, do i need to renee it before applying for z visa in china? Or.can i apply z visa then renew in china next year?
