Can a British citizen apply for Q1 visa in Greece?

Hi there, I'm a Chinese citizen and my boyfriend is British. We used to live in China but he went back to the UK and still not able to travel back to China. We planned to get married in Greece and come back to China together directly. In this case can he apply for Q1 visa directly in the Chinese embassy in Greece? Or does he have to go back to the UK to apply?
