Marriage family Visa without TE / PU letter

I am Pakistani nation , my wife is chines and marriage Registation certificate is Pakistani , we not have chines marriage certificate, can possible I apply Family visa with out pu /TE letter ,

Yes, it's possible, but you should first have your marriage certificate authenticated by the Chinese embassy.
