applying for student visa

i would like to know if i can get a student visa for my son he is only 8 years old..and my son father is Chinese he is using Philippine passport....where i need to go because im already here in china right now with my son ...thank u for ur answer in advance

You need to go to the local exit and entry administration to apply for a student visa for your son.
