how to enter hongkong if id is lost?

my wife lost her hk id and she's filed a report to the police. I want to know that will the hk government let her enter hk if she shows the police report or are there any procedures to follow?

Yes, I think she will be allowed to enter if shows the police report, but you had better confirm this with the HK Immigration Department before leaving.
