family reunion visa: s1q1

My wife is Chinese and in China now. I'm in the States from January and can't go back as yet due to Covid., plus, as of June 4th, my work visa expired and my work can't invite me back until the government opens borders fully. So, can I apply for a SI or Q1 family reunion visa to return to China? Which would be best in my case?
