Need Visa Update

I applied and get letter from university. I want to ask when new session classes is going to be start? and is there any update about visa ?? When visas are going to open

You can now apply for a student visa at the Chinese visa center.

I just want to ask. Student visa is opened now ?? Because according to last update it was not opened for new students. Need your input
