About:Overstaying in China & Penalty

what happens what the home country does not accept flights due to Covid-19 for 2 months?

Hello, my firend was arrested for being on overstay and paid a fine for 5000 RMB and being detained . He was told that he will be detained for 10 days and then deported back to Uganda. Currently Uganda airspace is still closed. Does that mean he will be detained for months until the ugandan airport is open? Who pays the air ticket? what happens what the home country does not accept flights due to Covid-19 for 2 months?

He can apply for a stay permit at the exit/entry bureau, or can enter hong kong via Shenzhen bay (cannot fly into hong kong, must be on a ground entry). he will have to do a 14day quarantine in hk and can fly out of hong kong as there are more flights and cheaper.
