L visa to work visa

I’m currently in China on an L visa. However I’ve been hired by an employer who is willing to do the work visa for me. I have a couple of questions:
1. Will I need to exit China to get the work visa? Obviously this is not possible at the moment with the foreigner ban.
2. How long does the process take once all documents are submitted?

Bryant, you can try to convert your L visa to work visa within mainland, but I can't guarantee you will do it successfuly. The process may take 10 working days after all the documents are submitted.

This is Bryant. What problems may arise in getting this visa? Why is there a chance I may not got it if I have all of the documentation in order?

In some cities, it's difficult to change a short-term tourist visa to a long-term visa. It's just the rule.

But how can it be a rule, yet it differs from place to place? Why does the location matter? Seems disorganized and ridiculous

Exactly. Although, with this new visa system they're implementing, I dont think it is as "disorganized" as before. Now everything is being centralized and easy to check at any given point.

As far as what visa, how long etc., they have a set rule, but then it is open to interpretation, that all comes down to your specific situation... the officer you interview with decides everything on the spot and usually that decision is final.
