French citizen with residency in UAE - Can I Travel to Sanya and get visa on arrival?

I am a french citizen with french passport holder leaving in Dubai with Dubai residency. I want to travel to Sanya, could I get visa on arrival? or my only option is to get a free visa via a travel agency?
How long can I stay in Sanya with such visa?
What is the process to follow before I travel?

Antoine, in normal cases, you can get the 30-day visa-free entry for Sanya if you are to be received by a travel agency there. However, due to the current pandemic, I'm afraid the policy will be suspended temporarily. If you plan to use it in the future, you can book a tour from a qualified travel agency of China before departure.
