Can you apply for S1 visa while in China?

I’m currently in Shenzhen visiting my wife but I would like to apply for the S1 visa as she is a foreigner with a work permit. Am I able to do that while in China or do I need to leave the country?

You can only get a residence permit in Mainland China so there is no need to (and you can't) get the actual S1 visa itself (which merely enables you to apply for the residence permit within Mainland China). Whether that can be done is up to local NIA's discretion.

The required documents are straightforward but the police check, if required, can be the most difficult one to get during this pandemic.
