Unfortunately, Chinese permanent residence ID card holders are not included in the exemptions listed by the airlines and therefore are theoretically unable to board any commercial aircraft at the moment. You may wish to contact your local Chinese embassy or consulate to apply for a visa, or wait until permanent residents are included in the next update.
