Are the Chinese consulates/embassy in US still issuing tourist visas to US passport holders? Are their operations hours and times still normal with the virus pandemic?

Yes, although the Los Angeles consulate has recommended using an agent so the applicant can avoid in-person visits.

Keep in mind that you will face a mandatory 14-day quarantine period after entering China and you must pay all applicable fees unless you are a Chinese national enrolled in the health care system. Currently Beijing is charging 550 CNY per day per person. This number will add up if you decide to bring your family with you.
