Work on a spouse reunion perminant visa?

I can qualify for a spouse reunion permanent visa, can I work legally in China with this?

There is no "spouse reunion permanent visa". What you will get from the NIA after entering with a Q1 visa is a family-based residence permit valid for between six months and five years. This does not authorize employment, and to work legally you need to have the company file a petition for a work permit, then have the family-based residence permit cancelled and apply for a work-based residence permit.

Of course if you enter with a D visa then you will get permanent residence immediately and can work. This visa is extremely rare and only a few dozens have been issued.
