Extension for Visitors Visa

I am an American living in Shenyang. I arrived Jan 9 on a multi entry 10 year visitor visa. I will need to leave China by March 9 for my first visa exit. I have read several articles that state that because of the Corona virus, foreigners may be able to extend their visitor visa for an additional 30 to 60 days without penalty to their visa. I would like to do that as now travel is highly discouraged. I would like to wait even 30 days more before spending time in airports. I have already tried contacting several offices. Who do I contact for this in Shenyang? Thanks!

The National Immigration Administration of the PRC. Despite the name this is still a provincial agency and there should be at least one in every city. Before you go don't forget to bring a copy of your temporary residence registration form from the hotel you are staying or the nearest police station (usually when you are not staying at a hotel).

Keep in mind that an extension may render your 10-year visa invalid in some cases so you'd better ask first.

Despite the travel warnings, I would suggest to return to the US immediately as this epidemic has not reached its peak yet. From your circumstances it doesn't sound like you have any family there that needs to take care of anyway (or else you would have a residence permit or a Q2 visa).
