My wife is a Laos national, I have a Z visa for China. One of the requirements for her S2 visa is

I have a Z work visa for China I am a US citizen and my wife is a Laos national living in Laos having never lived in the U.S. She wants to apply for a S2 visa to visit me in China as my spouse but one of the requirements states this:
Non-American applicant should have legal status in the USA and a copy of status proof, such as certificate of residence, employment, student or other legal status in the USA should also be submitted.
What the "F" does she need to have U.S. residence in order to apply for S2 visa to China? I am confused and this is nonsensical. Please if anyone has an understanding of this rule.

Joseph, I think you have misunderstood this point. Only if your wife applies for S2 visa from the US, she needs to provide such documents. Since you mentioned that she had never lived in the US, I assume she will do the visa application in Laos, and in this case, she doesn't need to provide such documents.
