Short layover in Shanghai

Hello, I have a flight from Taipei to Munich with an 8-hour layover in Shanghai (PVG). I am a European passport holder. Can I leave the airport and go to the Bund for a few hours? If so, should I fill an online form or do it at PVG when I arrive directly?

The web link didn't really do anything. You Apply upon arrival. You will likely need to stay in the international transit area of the airport due to the stop being daytime layover.

Shanghai immigration will also need to see a hotel reservation before deciding whether to grant you entry. If you don't have one then you won't be granted entry.

I just recently had a similar 7-8 hour layover in Shanghai via Pudong and was able to get the 24-hour permit without a hotel. Took 1-2 hours to get out of the airport and the immigration guard asked why I wanted to leave when my connecting flight was so soon, but I was able to get through and had enough time to go to the Bund and eat for a total of 4-5 hours outside of the airport before getting back with enough time for my flight.
