If applying for 24 Hour Visa-Free entry permit in Beijing can I leave the Airport?

Hello, I will be arriving in Beijing International Airport from Portugal and will be staying in Beijing for 13 hours before my next flight do Sydney. The airline for both flights is Air China. After applying for a 24 Hour Visa-Free entry permit in Beijing can I leave the Airport for sightseeing in Beijing?

The temporary entry permit to leave the airport is not guaranteed. Your chances vary, but seem to be higher if your arrival and departure flights are on separate calendar days, but still within 24 hours. A hotel reservation also helps. Under 8 hours connections have a lower chance.
