My L VISA application was just denied, because they questioned how I'd support myself

So I just got denied for my visa, because they question how I'd support myself, having not filled out "Work Experience" thoroughly and written down my income. Is it required for me to provide Bank Statement in order to receive an L VISA? Also what's the cooldown period before I'd be able to reapply for another visa?

Generally speaking, it's not required to provide a bank statement in order to get an L visa. However, as your visa was denied because of the financial status issue, I advise you to submit a bank statement to prove your financial income status. Usually you need to wait for three months because submitting the application again.
