We are Indian family of 3 , resident of qatar and wants to apply tourist visa for 13 days to hongkong. Can i apply pre arrival registration or apply through embassy.If so can you please provide the contact no for the necessaryThank you

For 13 days in Hong Kong as a tourist, you don't need a visa, but you need to do the pre-arrival registration online on the website of HK Immigration Department. Only when you fail to do the registration, you need to apply for a tourist visa.
