It is entirely possible for the municipal government to reject your application for a residence permit even after you have entered the country with a corresponding visa. In 2019 a number of people who entered the country with a Z visa had their work-based residence permit rejected.

Immigration control is a joint provincial and municipal matter (or just a municipal matter in large cities) and not a national matter. There is also no appeal mechanism. Therefore, if rejected, you will be given a few days at best to leave China.

Education-based residence permit rejection is rarer than work-based permit rejections but still entirely possible.
