About:Hainan 30-Day Visa-Free Access

I have direct fight ticket to hanian from London and hotel reservation.

I carry USA And Russian Passport. Can i apply for visa upon arrival?!! I dont have time to call any agencies

Actually, you can, but it is a question whether the airport staff will allow you to board the plane. I would say that you will need quite a luck to be allowed to board the plane. If you are allowed to board the plane, you will be granted a Hainan VOA upon arrival in Sanya or Haikou.

By the way, I would be very thankful for your feedback. I assume that you are already traveling on CZ652 departed on January 2 at 21:10 and I hope you are on the plane right now :)

One more detail, you should use only one passport (totally the same which one will you choose) at check-in in London and during your entire time in China!
