Multiple use of visa free

I plan to have my children fly to me from NZ in July 2020 To me in Shanghai....I work as a teacher in Shanghai. They will stay with me say for a couple of nights max and then we will go to Japan for a holiday. They will then come back with me and stay another couple of nights and then back to New Zealand. Can the visa free time Period be applied twice here?

Yes, it definitely can.

So, if the itinerary of your children is:

New Zealand - Shanghai - Japan - Shanghai - New Zealand

And if they don't have any additional landings of any kind within mainland China, they will be eligible for 144 hour visa free transit in Shanghai twice and they don't need any kind of visa. They will just print out their flight tickets and bring those printouts with them.

One more detail. They will approach 144 hour visa free transit counter upon their landing in Shanghai where they will fill out a blue form where they will write down your identity, your address and your phone number. Also, you will assist them with a registration at the police station within 24 hours after their scheduled landing. The same procedure has to be done upon their arrival from Japan.
