Frankfurt - Changsha (5hours stop) - Guangzhou (22hours stop) - Cebu
We are german citizens.

The Airport in Changsha told us that we dont need to apply for a chinese visa. China Southern in China told us that we need to aply.

You definitely do need a visa. When you have two consecutive stops in different transit zones (Changsha and Guangzhou in your case) you are limited to a total of 24 hours transit without visa in China, from scheduled arrival time in Changsha to scheduled departure time from Guangzhou. You itinerary clearly exceeds 24 hours so you must either get a visa or change your flight.
