About:24-Hour Visa-Free Transit

24 hour direct transit w/ checked luggage

I'm an American passport holder travelling KL>Guangzhou with Air Asia and then Guangzhou>Chengdu>chicago O'Hare with Hainan airlines. Can I get out of the restricted area in Guangzhou to re-check my luggage without a visa? The total travel lime in China is less than 24 hours.

Yes, you will be allowed to do that because your itinerary is eligible for 24 hours visa free transit and you don't need any kind of visa.

You will print out your flight tickets and have those printouts with you. Also, you will declare in Kuala Lumpur that you will travel to Chicago via China using 24 hour visa free transit. After a short inspection of your tickets, you will be allowed to board the plane.

Upon arrival in Guangzhou, you will approach 24 hours visa free transit counter where you will apply for a temporary entry permit to be allowed to proceed your travel because you will have to collect your luggage and perform a recheck for the continuation of your journey toward Chengdu and then to Chicago. You will also clear other formalities in Guangzhou.
