Hotel Transit out Immigration

Hi, I am holding Indonesian passport and my flight on April 20th 2020 from Washington to Jakarta by Air China will have a 21 hours lay over and get hotel transit outside Peking Airport (near terminal). Is it true that Ind passport is entitled for 1x24 hours transit visa ? so, i do not need to apply China single visa just to go to the transit hotel. Thanks
