Marie, if you are in a real transit from a country A through China (country B) on your way to a country C, you can apply for a Chinese transit (G) visa in advance at CVASC in Dubai. For example, if your itinerary looks like:
Dubai - Chengdu - Philippines
You will apply for a transit (G) visa in advance in Dubai to be allowed to travel on this route.
Maybe you were asking about visa free transit to avoid obtaining a visa? In this case, you have to know that Philippine citizens are only eligible for 24 hour visa free transit and every longer stay within China requires a visa obtained in advance.
