Unfortunately the fact that she was recruited illegally isn't likely to get her out of punishment. She will have to go to any police station and tell the officer on duty that she is a victim of illegal recruiting. The officer will then take her statement, photograph and fingerprint her and take her blood sample. Then depending on the outcome she may most likely be given a fine over detention but both are possible. She is encouraged to contact the Filipino consulate or embassy before surrendering so they can coordinate with the Chinese side for her return.

Thank you for your reply. Also she does not have her passport with her, her employer got her documents and passport in her bag w/o permission.

Then she should talk to Filipino consular service before going to the police.
