She is definitely eligible for 24 hour visa free transit in Guangzhou both ways and she doesn't need any kind of visa.

She will print out her flight tickets and have those printouts with her. Also, she will declare at check-in in Bangkok that she will travel to Christchurch via Guangzhou using 24 hours. She will tell the same in Christchurch, but in reverse order. After a short inspection of her flight tickets, she will be allowed to board the plane.

Assuming that she is flying on a single (through) ticket provided by China Southern, she will briefly clear the formalities upon landing in Guangzhou (security and a form of shortened immigration) and she will proceed to the boarding gate for her connecting flight.
