Does the Chinese customs care about where you're leaving and entering China?

My friend (from France) wants to travel around Asia. Originally he planned to travel from Hangzhou to Bangkok and he submitted his visa application, but now he wanted to travel from Hangzhou to Hong Kong. My question is, will the Chinese customs deny his visa because of this change?

They don't even have that technology yet. All they care about is identity fraud, as China has always been a link in people smuggling routes to Europe (case in point: the tragic 40 deaths in Wales two months ago all got to Europe via China).
