Cannot do VOA in SZX

Yesterday there was one passenger ( swiss passport) book ticket from CNX airport (Thailand) to SZX airport and return ticket to CNX again in 5 days. He said he could do 5 Days VOA at SZX but after the airline staff asked the immigration at SZX he was refused. Could you explain to me why the immigration refused him.
