holder of home return permit for HK and Macao residents arriving Pudong airport

I hold hkid card, HKSAR passport and home return permit for HK and Macao residents. I will fly to Pudong direct from Vancouver and return to Vancouver from Pudong within 21 days. Can I access mainland China directly from foreign country?
