Shanghai for 1 day and a half

I will be flying into Shanghai Pudong from BKK Thailand 12/20 and departing 12/21. I have had no luck getting information from the NYC Chinese Consulate and was told to call Shanghai (busy signal on all of my attempts during Shanghai business hours). Will I be qualified for this policy as long as I claim this at the time of check in at my flight from BKK?
